This position assists with the management and supervision of the Community Development Department. The incumbent serves as the head of two (2) divisions – the Planning Division and the Regulated Industries Division — and is responsible for planning, organizing, managing, and supervising the day-to-day activities of those divisions. The incumbent also directly manages delegated functions when the Community Development Director is absent. Assists with the development and implementation of department goals, objectives, priorities, and the budget. Supervises, trains, and evaluates assigned staff. Serves as the primary staff liaison to the Planning Commission and develops, prepares, and presents a variety of complex reports and recommendations for assigned boards, commissions, and committees. This position has responsibility for the maintenance and updating of the City’s Comprehensive Plan including the land use, transportation, traffic circulation, housing, neighborhood revitalization, historic preservation and economic development elements. Oversees data collection and analysis for reports and studies, conducts field inspections, and prepares zoning amendments and environmental impact studies. Performs other related duties as assigned.

Minimum Qualifications: Bachelor's degree from a four-year college or university in Urban Planning, Architecture, Engineering or a related field; with a Masters in urban planning or related field. Requires minimum of seven or more years of progressively responsible related experience; including at least three years in a management or supervisory position with a preference for ten or more years of experience or, any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. A valid driver’s license is required. American Institute of Certified Planners is required within four years in the position. Must complete required NIMS level training within the first six months of hire.

Knowledge, Skills and Abilities: Requires knowledge of principles, practices and theories of Urban Planning, Community and Economic Development and Design, Architecture, and Engineering as well as principles and practices of zoning and subdivision design. A high level of analytical skills is necessary in order to develop and implement department mission, goals, and procedures; determine needs for capital expenditures, personnel and operating budgets; and prepare special reports or analyses for jurisdiction or outside agencies. Requires advanced level of interpersonal skills necessary in order to provide effective leadership to subordinate personnel and to develop cooperative working relationships with employees, senior management, elected officials and vendors supplying goods or services to the jurisdiction. Knowledge of applicable state, federal and local laws, regulations and ordinances. Requires ability to communicate clearly and effectively, orally, and in writing and a working knowledge of computer applications related to work.

Physical Demands: Frequently required to stand, sit, use hands to finger, handle or feel, reach with hands and arms, talk and hear, and lift and/or move up to 10 pounds.

Working Conditions: Work is performed in a normal office environment, with little or no exposure to outdoor temperatures, dirt or dust.
