The City of Cedar Falls Planning and Community Services division is seeking a Planner II. This position will perform highly complex professional level work in the field of planning such as providing information and assistance to developers, the general public, and outside agencies related to planning and zoning policies and ordinances, including both current planning activities, such as applications for rezoning and subdivision; and long range planning initiatives, such as updates to the City’s Comprehensive Plan; assisting with economic development activities; project management and implementation; and coordinating and participating in code enforcement activities. Duties will also include reviewing and issuing land use, sign, and flood permits; writing reports and making presentations to, attending meetings for, and completing administrative tasks supporting a variety of boards, commissions and City Council; assisting in redevelopment or other land acquisition projects; and preparing grant applications for special projects. Candidates should have knowledge of best practices regarding urban design and smart growth planning and zoning techniques. The ability to create maps and perform GIS analysis is desirable. The position provides highly responsible staff assistance to and works under the direction of the Planning and Community Services Manager and may exercise supervision over technical staff.
This position requires strong written and verbal communication skills and ability to work with various boards, commissions, departments and the general public. The successful candidate must be an effective public speaker and possess proven writing skills. A self-motivated, highly enthusiastic, and technically competent candidate is sought. An ability to complete multiple projects in a timely and effective manner is necessary. The position will require attendance at evening meetings and public hearings, as well as limited field work; therefore, the employee must be flexible in their scheduling.
Experience and education requirements include: Bachelor's degree from an accredited college or university with major course work in planning, urban design, landscape architecture, economic/community development, public administration or a closely related field, in addition to four years of professional urban planning or economic development experience OR a Master’s degree from an accredited college or university in planning, urban design, landscape architecture, economic/community development, public administration or closely related field, in addition to two years of professional urban planning or economic development experience. American Institute of Certified Planners (AICP) or equivalent certification preferred. Possession of an appropriate, valid driver’s license required.
The FY20 pay range is $54,964-89,309 with the expected employment offer to be in the $54,964-72,135 range, depending on qualifications. Post-offer, pre-employment physical and drug screen required for successful candidate. Completion of a questionnaire and forwarding of official transcripts will be required after a pool of qualified applicants is approved by the City’s Civil Service Commission.
