Summary: An employee in this class inspects, reviews, investigates, and enforces the City’s zoning, sign, and development standards. 

Essential Duties and Responsibilities: includes the following.

Reviews building and plot plans, as well as actual field conditions, for compliance with zoning; sign; health and sanitation; and development standards:
-  Reviews plans and permit applications for compliance with zoning; sign; health and sanitation; and development standards prior to permit issuance
-  Assists customers in the office and in the field to understand the zoning; sign; health and sanitation; and development standards and reviews their projects for compliance with the spirit of facilitating projects while accomplishing compliance
-  Provides technical assistance to personnel and the general public in matters related to zoning; sign; health and sanitation; and other development regulations
-  Conducts on-site inspections to assure compliance with approved plans; zoning; sign; health and sanitation; and development standards during construction and upon completion
-  Conducts research into zoning matters
-  Reviews sign permit applications
-  Assists customers in filing applications for the Zoning Board of Adjustment appeals; assists in the staff review of these appeals; and attends meetings and provides technical assistance when needed
-  Maintains records and conducts research on zoning non-conformities to establish and verify the legal non-conforming status of properties and uses

Enforces zoning; sign; and health and sanitation ordinances and other development regulations:
-  Investigates and responds to complaints relating to code violations
-  Inspects signs and billboards for compliance with pertinent regulations
-  Patrols assigned areas for general identification and correction of zoning; sign; health and sanitation; and development standards violations
-  Obtains compliance in zoning; sign; health and sanitation; and development standard violation cases either by diplomatic persuasions or by necessary legal action
-  Prepares and submits reports, letters of violation, and general correspondence
-  Issues municipal citations for code violations
-  Coordinates zoning and other code matters with other City staff in Community Development, Building Division, Legal, Fire, and Police Departments
-  Testifies in court on violation cases

Provides advice and recommendations:
-  Suggests amendments to improve the zoning regulations or to eliminate faulty provisions
-  Prepares factual, clear, and concise written reports and correspondence
-  Attends and participates in code enforcement committees and meetings pertinent to zoning, signs, and department matters
-  Acts as liaison on issues related to zoning and sign code requirements between various City departments, builders, contractors, and attorneys
-  Advises concerned parties of problems and interpretations as conditions dictate for the fair and equitable enforcement of the Municipal Code and the Code of Iowa

Miscellaneous Duties:
-  Maintains manual and computerized inspections records
-  Represents the Department with the public and at public meetings and before various boards

Education and/or Experience:

-  Bachelor’s Degree in Planning, Architecture, Building Construction, or Design
-  One year’s related experience
-  Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities

Certificates, Licenses, Registrations:

-  Valid Driver’s License
-  Certification as a Zoning Inspector by the American Association of Code Enforcement, preferred

Physical Demands:

-  While performing the duties of this job, the employee is frequently required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and see, talk, and hear.
-  The work environment is an office setting that is normally quiet.

Other Skills and Abilities:

-  Knowledge of the procedures and objectives of City zoning, sign, and development standards
-  Knowledge of local ordinances, laws, rules, and regulations pertaining to zoning enforcement, sign regulations, and other development related and land use concerns
-  Ability to serve both internal and external customers in a professional manner with a high level of customer service
-  Ability to read and interpret plans and specifications
-  Ability to detect deviations from established requirements
-  Ability to keep records in an accurate and orderly fashion
-  Ability to establish and maintain an effective working relationship with co-workers, elected officials, city departments, local developers, builders, contractors, and the general public
-  Ability to express ideas and concepts clearly and concisely both orally and in writing
-  Ability to read, comprehend, and apply codes and regulations to zoning matters
-  Ability to operate a personal computer
-  Skill in research and investigative methods
-  Ability to enforce and interpret the Municipal Code and the Code of Iowa with firmness and tact
